I don't get the deal with the orange goo, I mean what are you implying? It's not particularly unusual for scientists to not be aware of all the various forms of eggs for various crustaceans. The information is of little economic value into cataloguing all the different infant forms of every type of crustacean so gathering that info is never going to receive masses of funding and interest.
As for how they can end up on roofs, the most obvious explanation is ocean spray. Anyone who lives near the sea can attest to how far ocean spray can travel when particularly rough swells are battering the shore.

Are you trying to imply that they are some kind of alien Zoidberg seed cropsprayed over Alaska by Decapodian spaceships?

I didn't get the feeling that was what he was trying to say... Didn't he offer one possible explanation that it could be winds picking them up? I actually haven't seen any hints about anything being spaceships or Zoidberg seeds (whatever those are :) ) in any of the episodes. Sir Lunduke is just is wondering what the hell all the seemingly weird stuff actually is, is my impression.
